As Canada joins 40 countries around the world to celebrate International Adult Learners’ Week (IALW), the Council of Ministers of Education, Canada (CMEC), published its first-ever Progress Report on Literacy. The 21-page report outlines what is being done by provincial and territorial governments to raise the literacy levels of Canadians.

The report includes CMEC’s Commitment on Literacy, which recognizes the importance of lifelong learning for individuals and society as a whole. This commitment builds on Learn Canada 2020, a joint ministerial declaration issued in April 2008 that promotes “quality lifelong learning opportunities for all Canadians.”

CMEC’s Commitment on Literacy can also be viewed as Canada’s response to the call to action issued at the Sixth International Conference on Adult Education [CONFINTEA VI]. CONFINTEA VI underlined the need for greater collaboration between governments, civil society, and the private sector and the need to use this year’s IALW as a stepping stone to reach that goal.

But the good news is that research also shows that boys will read — if they are given reading that interests them.

One of the problems in adult basic skills education is the need to get adults out of basic skills education and into work, vocational or academic coursework as rapidly as possible. There is evidence to suggest that the best way to accomplish this is to intensify the instruction of basic skills. For some ideas about how to do this check out http://www.nald.ca/info/whatnew/headline/2010/sticht-feb2010.htm

The Centre for Literacy of Quebec’s next Summer Institute will continue to explore issues in workplace literacy and essential skills. Key questions will include:

  • What do we know about what employers really value?
  • What do workers need and want?
  • Do government policies around the globe take sufficient account of workers’ and employers’ priorities?
  • How can we measure and find a balance between hard and soft outcomes?
  • What weight should be given to test scores and levels?
